Jean-Luc François

Dr Jean-Luc François is Director of the Department “Ecological Transition and Natural resources”, of the French Agency for Development (AFD). The two teams of this Department are in charge, on one hand, of Water, Sanitation and Integrated Water Resources Management and control of Flood, on the other hand, of Agriculture, Rural Development and Biodiversity. He joined AFD in 2009. Previously, within the Ministry of Europe and Foreign Affairs, he served as Deputy Director of Food Security in the direction of Global Public Goods (2009) and Deputy Assistant Director of the Millennium Development Goals (2005-2009). From 1981 to 2005, his career was spent as part of development aid from France. In Thailand, Mauritania, Congo and Côte d’Ivoire, he was seconded to national authorities as technical expert. Then in Ethiopia and Madagascar, he was responsible for programs of cooperation in agriculture and natural resources within the Embassies of France. Jean-Luc François is an official of the Ministry of Agriculture Food and Fisheries.
